Plasma Cutter is one of the four states of matter and can be found all over the universe. It makes up solar flares, intergalactic CNC Plasma, aurora borealis, solar cores, stars, and even fluorescent lights. The actual state of Plasma cutter is [loosely described as an electrically neutral medium of positive and negative particles (i.e. the overall charge of a plasma is roughly zero)". This doesn`t mean the particles are free but that they will react to a change is each other`s fields. Due to this property, they have a high level on conductivity for electricity and can even generate magnetic fields.

The process of ionization is responsible for the existence of plasma. Ionization is the change in the charge of an atom and occurs when the atom loses or gains electrons. However, plasma does not require 100% ionization of atoms to occur. If even 1% of the atoms are ionized a plasma can exist. The level of ionization is what defines how hot the plasma will be. Lower levels are referred to as [cold plasmas" and vice-versa with high levels. Don`t get the wrong idea though, plasma is never actually cold. The [cold plasmas" are still thousands of degrees Celsius.
